Argentina and Uruguay are developing countries that in recent years have achieved important upgrades in their developments and for that are so interesting to study these countries searching if changes to a better economic situation correspond to a major technological knowledge in the entire society including government, scientific environments and common people, etc.

The main question is: What and how is the concept of Energy Efficient, High Performance Building (EEHPB) retained in academic and professional environments and by the government in a developing country? Probably professionals have more ample erudition about the theme than government or not, perhaps the situation be so similar having both the same level of conversance, being possible a high, medium or low level of wisdom for each actor in relation to the state of the art knowledge about the theme.

A technological concept is not an axiomatic idea, it can change, can evolve according to technology evolution, then a way of thinking a thing could be different passed a period of time e.g. "what is a safe car" was changing and will change during car evolution. An automobile of 1910 was secure by its age without seat belts but today it is impossible accept one without them. Therefore to modify the concept of safe car widening it was market competition, but also were above all rules approved by many governments among knowledge of companies, academics and technicians work, all in a synergy. Turning back to construction activities it is so important that professional, academic and government organizations in a country have at the same time the highest level of knowledge to legislate according to state-of-the-art EEHPB thinking in the world.

Based on the study of that collection of data it is possible to conclude that Argentine society is distanced from state of the art of EEHPB idea in the world.
