The reference building approach described in this paper was introduced in the context of the National Bureau of Standards support for the building energy conservation criteria program of the Office of Buildings and Community Systems, U.S. Department of Energy. The role of NBS is to develop technical data and methods for design, construction, and retrofitting of energy efficient buildings.
