Recent updates to U.S. Department of Defense (DOD)policy place greater emphasis on achieving and maintainingthe “resilience” of the energy and water systems that supportour installations. While previous goals, which stressed reductionsin the use of resources and increases in the production ofrenewable energy, allowed for relatively straightforwardquantification metrics, the metrics related to energy and watersystem resilience have not been well developed yet. This workpresents a framework for assessing installation or communityscaleresilience using a quantitative approach that scores theinstallation in four resilience subcategories. This work presentsthe approach, which was applied as a part of InstallationEnergy and Water Plans (IEWPs) on six installations anddiscusses some of the resulting recommendations.
