This paper outlines the role of commissioning in the construction phase. The goals are to reduce construction deficiencies so that the contractor can give the owner a system that is actually functioning as designed and, secondly, to increase the owner/operator’s familiarity with the operation of his systems.

Construction commissioning requires the contractor to share responsibility along with the owner for the proper operation of the building systems. The contractor must be responsible for the total installation, which includes verification that the system is functioning as designed.
