This paper outlines the difficulties in proving the case for air conditioning in a mild climate, discusses the various groups influencing this decision, and describes the use of the ASHRAE hour-by-hour method in a computer program to quantify the relevant information. It also describes some limitations of the ASHRAE method when used for this purpose. Case histories are quoted. All the studies relate to cities in New Zealand that are virtually surrounded by water and between latitudes 35 and 42 south. The ambient conditions are quite mild compared to cities in or close to large continents.
